Supplies Needed
- Blue paper
- Tape
- Glue
- Scissors
- Googly eyes
- Black marker
Instructions
- Cut a strip of blue paper.
- Fold it.
- Cut halfway through both ends, on opposite sides.
- Fit the cuts into each other.
- Cut out flippers and tape or glue them on.
- Glue on your eyes and draw a mouth.
